What is a PCS?
A Permanent Change of Station (PCS) means relocating from your current duty station to another, often overseas. If you're moving within the U.S., you'll hear the term "CONUS." If you're heading internationally, including to Europe, Asia, Alaska, or Hawaii, it's called "OCONUS."
Welcome to Ramstein & the KMC
Ramstein is in southwestern Germany in the beautiful state of Rheinland-Pfalz, known for its forests and vineyards. The nearest city is Kaiserslautern, offering shops, restaurants, and nature attractions. The Kaiserslautern Military Community (KMC) is the largest American military community outside of the U.S., with over 50,000 residents from 79 nations.
Driving in Germany
To legally drive in Germany, you must have a valid U.S. Army Europe (USAREUR) license. An international driver’s license is not a substitute. You cannot drive a rental car without it.
Take the online USAREUR driver’s test:

Shipping Your Household Goods
- Unaccompanied baggage: 35-60 days
- Household goods: 60-70 days

Shipping Your Vehicle
Planning to bring your car? Ensure it meets safety and environmental standards:
No severe body damage
Tires must have minimum 1/1″ tread depth
Winter tires required during the cold season
Functional lights, brakes, windows, and seatbelts (mandatory!)

Bringing Your Pet to Germany
Bringing your pet? Great! Germany is very pet-friendly but has specific requirements:
Microchip (ISO 11784/11785) before rabies vaccination
21 days must pass after primary vaccination
Valid Health Certificate required
Some dog breeds are restricted in Germany
Active duty? Coordinate shipment with TMO. Civilian? Check airline-specific rules.

TLA - Temporary Lodging Allowance
With PCS orders, you are eligible for a TLA stay for up to 30 days. If on-base lodging is full (common at Ramstein), a non-availability statement allows you to stay off-base.
